Launcher never reveals in hidden mode

Bug Description

The launcher will never reveal itself when hidden mode is selected in the Appearance menu. No matter what sensitivity, or reveal location is selected (top left corner or left side of screen), the launcher will fail to reveal no matter how far the mouse is pushed across the screen. This has been tested on both a synaptics touchpad, and a basic USB mouse.

This is reproducible for me on a clean install, too.
