Bug Description

I upgraded the system and I found that can not be configured to hide the launcher if you are under the active window. Now only "Never" and "Autohide" option is Cssm. I'd like to once again show "Dodge Active Window" option!

I think this is a regression.
The functionallity of this option can be discussed,
but to remove functionallity is a regression.
