Bug Description

=== Problem ===
Unable to upgrade from Ubuntu 11.04 (Natty Narwhal) to Ubuntu 11.10 (Oneiric Ocelot) using update-manager --dist-upgrade tool.

=== Repro ===
1. ALT+F2
2. update-manager --dist-upgrade

=== Actual result ===
An error message occurs while trying to upgrade to 11.10
"""
Unable to get exclusive lock

This usually means that another package management application (like apt-get or aptitude) already running. Please close that application first.
"""

Neither apt nor synaptic nor dpkg processes is running.
Manual clean of /var/lib/dpkg/lock doesn't help to fix this.
No broken packages are present in system.

Are the package managers working at this point? Can you 'apt-get install' anything?

If you are able to install software, that means there should no longer be any lock. Update-manager should run fine now. How is it?
