Manual clean of /var/lib/dpkg/lock doesn't help to fix this.

Yep. Even after reboot OS I wasn't able to proceed upgrade.

Are the package managers working at this point? Can you 'apt-get install' anything?

Yep. I was able to install additional software.

If you are able to install software, that means there should no longer be any lock. Update-manager should run fine now. How is it?
