Account window doesn't always open if empathy-accounts is already running

Selecting Edit->Accounts often doesn't open the Accounts window if empathy-accounts is already running. If I kill empathy-accounts using the kill command then Edit->Accounts will open the Accounts window the next time I invoke it. If I then close the Accounts window (by clicking the Close button) and select Edit->Accounts again then the Accounts window does not open.

1. Open Empathy by clicking the Empathy icon in the GNOME 3 Applications selector.
2. Select the Edit->Accounts menu item.
3. Click the Close button in the Accounts window.
4. Select the Edit->Accounts menu item.

Expected:

The Accounts window opens both times

Observed:

The Accounts window does not open the second time.

thanks for the steps to reproduce it.i have installed the gnome shell and try to reproduce it but i am not be able to reproduce it.can you please update you system and than check this behaviour again,
