Bug Description
Usually this happens when I right click and I'm looking for a context menu (see the screenshot for example in chromium).
It however happens also with left click and indicator menus. All I get is an empty rectangle and I have to click several times (with different indicators) to get it working.
I'm running the RC for unity 5.4. I think the screenshot tells everything. With right-click-ing in chromium I can reproduce quite easily (but not with 100% success rate; sometimes it works as expected). I'll attach another screenshot with expected result.
