Rendering menus leaves transparent areas

Some parts of global menus are transparent. It isn't always the same area, or the same menu, and highlighting items in the menu fixes the transparency problem on that menu item, and sometimes the whole menu.

In Unity 5.4 RC, the same problem occurs with right-click menus too.

With Unity 5.4, the same issue occurs with nearly all menus, especially right-click context menus in all applications, and of course, the global menu too.

I found that I could reproduce this bug using chromium and the launchpad merge proposal page.

The review drop down select box would render a shadow and no items approximately one time in 9 with a sample size of around 70.
