[MIR] indicator-printers

Availability: indicator-printers is not yet available in universe, as this is a new package designed to replace system-config-printer-applet.py.

Rationale: This package will replace system-config-printer's system tray applet, which was one of the last remaining white-listed applets. In addition, indicator-printers is a first step towards implementing the printing design specification at https://wiki.ubuntu.com/Printing.

Security: As this is a new package, no security issues are listed.

Quality Assurance: indicator-printers is started automatically with unity-panel-service. The project as well as its packaging are maintained as a launchpad project by the indicator-applet-developers group. It does not ask any debconf questions and includes a debian/watch file.

UI standards: Are fulfilled.

Dependencies: Has the same dependencies as other indicators that are already included. It also depends on libcups and cups, both of which are in main.

The packaging is standards compliant and maintained upstream.

Looks fine after some changes I made to the packaging in 0.1-0ubuntu2:

 * Added recommends on system-config-printer-gnome as the indicator may spawn it

I don't have a printer, so I couldn't actually test it beyond proving it didn't crash the panel by simply loading...

~indicator-applet-developers should be subscribed to bugmail, but that's not a blocker. Approved.

Guh! Just realized this isn't set up for translations. That's a requirement. I'll make the same deal here that I made with the new activity-log-manager.

If you can make a release with translations into the archive by UI Freeze (next Thursday), then that's fine. But if you can't, this will need to be demoted again.
