Window rolls up after launch

Bug Description
After launching Emacs (via emacs, from the command line), the window appears as normal, the usual size (not maximized). It then, over the course of about a second, to slowly roll up, like a window blind, until there's only one line visible. I have attached a screen shot of its resting position.
Dragging the corners makes the window bigger, but then it rolls up again when released. Width can be set, and that is not affected.
If I use Ctrl-Alt-Numpad6 (for example) to pin the window's position to the right side of the screen, it does not roll up. Likewise, maximizing the window also prevents it from rolling up.
Restoring the window to a non-maximized state causes it revert to the rolling behaviour.
Dragging the window from a position-pinned state so that it restores to a non-pinned and non-maximized state seems to stop the rolling behaviour completely; the window can then be resized normally.
