vm-select-recipient-from-sender is reported undefined until I've replied to something

Bug Description

Trying out vm 8.2.0b, using emacs 21.4 in case it matters, I started occasionally get an error message

vm-mail: Symbol's function definition is void: vm-select-recipient-from-sender

After a little checking, I figured out this is defined in vm-reply.el. And it does indeed go away as soon as I've replied to some message.

As a simple test case, I did the following:

M-x load-file vm-8.2.0b/vm-load.el
M-x vm-mail

It fails, and the end of the *Messages* buffer looks like this:
