Bug Description
I believe this occurred because I tried to install phpMyAdmin without having mysql-server installed first. I had assumed that the package install would take care of all of the necessary dependencies in the correct order.

Hi sadfasdf, thanks for taking the time to file this bug report and help us make Ubuntu better. The relevant error from your report is:
AppArmor parser error for /etc/apparmor. d/usr.sbin. mysqld in /etc/apparmor. d/usr.sbin. mysqld at line 9: Could not open 'abstractions/ mysql'
This file is part of 'apparmor', so its fairly confusing why it would be missing, since apparmor_parser is also part of the package.
Perhaps you removed this file accidentally from /etc/apparmor/ profiles. d? If you did, you can re-install the file with
dpkg -i --force-confmiss /var/cache/ apt/archives/ apparmor_ *.deb
Marking Incomplete pending response.
