ftpsbackend should respect num_retries for ftp commands

Bug Description
using ftpsbackend for backup some providers seems to have problems with the first ftp-request, so backup fails (e.g. Hetzner in Germany). Setting retries to 2 fix so problem, but it should be better to use globals.
