-s search dir no longer works

Bug Description

-s allows specification of the directory in which to find copyright files. default is /usr/share/doc. This should be settable (and used to be) with the -s <path> args.

(If this arg works, then it can be used with the -m <manifest> file to efficiently process system images without having to install the image, install getlicenses in it, and run getlicenses in it because instead one could simply get the image manifest and extract the images /usr/share/doc/* tree and run getlicenses against that.)
