ARM-specific failures in gdb.base/skip.exp.

gdb.base/skip.exp is a new testcase in GDB 7.4. It has the following failures on ARM which don't happen on i686:

gdb.base/skip.exp: step after disabling 3 (1)
gdb.base/skip.exp: step after disabling 3 (2)

Fix has been committed upstream but wont be available until next version of gdb.
