Dash: Unactivatable elements (like category header titles) grab keyboad focus

Bug Description
Some elements in dash grab keyboard focus even if no action can be taken on them. For example, the category headers.
To reproduce,
1) Open Dash
2) Hit down arrow
At this point, the first category header has focus, hitting enter does nothing.
Hit right arrow key to focus on result expander or hit down to focus on first element.
I think either the titles should not grab focus at all or activating (click/hit enter) should expand/collapse the category.

It's even worse in my case. Clicking down does give focus to the first header and clicking enter does open it, but on the second and third headers, clicking enter does nothing.
