Package name fields could be too small

Bug Description

Currently we use max_length=64 for storing package names in SCA, but it seems that there are already packages with 60char names. We should update this (easy migration) before hitting an issue :-)

Updating those fields to max_length=128 might be worthwhile (mvo recommends 2*current-max)

pkgme-service has the same restriction, so should be updated too.

Yep, Danny and I did them as fly-bys for sca and pkgme-service respectively, then jml removed the models from pkgme-service so it's no longer relevant there :)
