add block as new security action

Bug Description
Right now we have Ignore, Notify, Warn, Mute, Disconnect, Kick, Ban, Redirect, NotifyOpchat, LockMain
actions on security and rules.
Adding block to that list could be a useful user control feature.
a block action would mean that the user is blocked from search and download,

I thought that !set settings blocking download and search are enough. But if it is required to use "block" in other similar settings then why not.
