ran "sudo dpkg --configure -a" as suggested
and "sudo apt-get clean"
and "sudo apt-get update"

ran update manger for alien arena (new install), same issue occurred (crash)

since the problem prevented me from installing anything other programs, and since i had just installed, i decided to reinstall 10.04.3 and everything works fine now, i just won't install alien arena. So i don't know if there's any information in this report that's of use to developers.

a failing hdd was most certainly the cause, so not a bug.
