bookmarks toolbar doesn't appear on startup of Firefox

Bug Description

Upon starting Firefox, the bookmarks toolbar doesn't appear even though it is enabled. If I disable it (uncheck the menu choice) and re-enable it, then it does appear normally. Closing Firefox and restarting it results in the same behavior.
