Launchpad says "look at the other report" which is impossible "you do not have permission to view 926758"

If I can't view the original bug, don't tell me to view it like the instructions below say. No way I can add any discussion if I can't view it.

If the original bug is "not viewable" then leave at least one "public" bug open for discussion, workarounds, etc...
