The bug was filed with Radiance but the same clutter is displayed with Ambiance.

Panel opacity 0.1000 still isn't perfect while displaying a black frame.

Panel transparency vs black text overlay is due to enabled 'no blur'.
To make the black text menu vanish fast it needs adjusting of fade options to a minium value in order not to disturb too long.
With enabled blur there is no transparent panel and no black text.
Inconsistencies or rather not independent processes make an overall experience (maintainance) difficult.
Different bug reports address launcher-, dash-, panel-colour either way, if one looks or behaves ok, the other one doesn't.
