update-manager does not update due to partial upgrade

Bug Description

I am running ubuntu 12.04 LTS daily build. I ran the upgrade today and it asked me to do a partial upgrade. However when I start the partial upgrade it presents the following message.

Can't guess meta-package

Your system does not contain a ubuntu-desktop, kubuntu-desktop, xubuntu-desktop or edubuntu-desktop package and it was not possible to detect which version of Ubuntu you are running.
 Please install one of the packages above first using synaptic or apt-get before proceeding.

I tried installing ubuntu-desktop however apt-get says it is already installed.

I fixed this bug by removing ubuntu-desktop, then performing the update. After the update was successful I then installed ubuntu-desktop back again.

This bug says "Fix Released". How do I obtain the fixed 'update-manager' package so that I may continue to update my distribution?

Fixed - sort of...

I installed synaptic

> sudo apt-get install synaptic

Then did a package update and install in synaptic

> sudo synaptic

then press 'Reload' then 'Mark All Upgrades' then 'Apply'

You will probably have to reboot to complete the install. After rebooting, my update-manager no longer stated that I had a Partial Upgrade. Instead, it just shows several packages that are greyed out and that I can not install and indicates there are no updates to install. I assume they are held back for some reason.
