Bug Description
During the installation of Ubuntu, I'm asked in Norwegian to enter my password.
However, this screen shows UTF-8 encoded text in plain ASCII or ISO-8859-x.
So my æøå characters show up as multiple, bogus characters in the descriptive text.

Hoary now uses UTF-8 locales in the second stage, which should deal with this
bug. If you can, please test with Array CD 1 when it's released.
