Sorry, this is a dpkg error, nothing directly related to python-launchpadlib.

I don't speak French, but I'm guessing a corrupted filesystem. It looks rather like LP: #312118, but there isn't enough of the dpkg terminal log to see.

The underlying error comes from tar but it looks like some weird kernel problem because I don't see how open can fail with "invalid argument".

 You may need to run the following:

sudo apt-get install -f
sudo apt-get clean
sudo apt-get update

Then re-install the package.
