At the csv import, the first accented character in first names doesn't imported

Bug Description

At the csv import, the first accented characters in first name doesn't imported. The other accented characters, and the not accented first letter remain unaffected.

My test import file has been attached.

Hi Docker,

    I tested your rest.csv file against the latest Mahar 1.5dev and got the 3 firstnames properly imported.
Likely import code has changed from 1.4.1 to 1.5

Hi Docker, they all imported fine for me too, on both master & 1.4, postgres & mysql. Is there anything peculiar about your installation (database character encoding maybe?) that could have caused this?

I have PostgreSQL 8.4.10 with these settings:

client_encoding UTF8
lc_collate hu_HU.UTF-8
server_encoding UTF8
default_text_search_config pg_catalog.hungarian
