Bug Description

Following a conversation via xmpp with Danilo...

Lately, intltool tarballs are missing both NEWS and ChangeLogs. No info whatsoever. Nada.

It'd be nice if a NEWS file could be half-handwritten/half-generated with highlights on the changes in the release, like virtually everyone else does. Additionally, adding a make dist hook that generates a ChangeLog using `bzr log` output would be _awesome_. You follow me? :)
