"Waiting for network configuration" message during boot is unclear and unnecessary

Bug Description
After my first boot in Precise (in a VM) I've been shown this message during boot: Waiting for network configuration...
and, after some time, this message: Waiting other 60 seconds for network configuration...
Both messages are unclear because:
1. It is not clear what it is configuring exactly: is it installing some drivers? Is it trying to connect to the Internet (maybe looking for a Wi-Fi access point)?
2. It is not clear whether the system is waiting for some user input.
Assuming that the system is trying to connect to the Internet, this operation is totally unuseful becasuse in many occasions the system do not have enough data to proceed (e.g. proxy information, access point passwords, ...).
Also, I have to note that being using a Virtual Machine, the Internet connection should be established almost immediately, and I cannot explain why it took so much time.
This bug seems to be a duplicate of bug 940485.
