Add custom routes support for extensions

Bug Description

Occasionally extensions need the ability to add their own custom routes in order to support specifications that are incompatible with the current extension framework.

This will allow us to handle the 1% edge-cases that crop up where the current extension framework just can support a URL route that a given API demands.
