Bug Description
I haven't tracked the issue down exactly, but to see what I'm talking about:
Open Scratch, hover the cursor over "Open file" and observe that its icon receives a glossy hover effect before the button itself receives its hover effect. Hover effects are properly synchronized under Ambiance.

There's a transition specified in the style sheet. The transition time probably needs to be lowered a bit.
