Bug Description
Currenty the QM network manager will fetch (and create vifs for) any networks which are created in quantum for a given tenant in addition to any networks requested by the user. Right now our docs state that any quantum networks should be created via nova-manage so those are the only ones we should return (provided that they match up with the requested networks in the call).
