network/multi_nic test doesn't run

Bug Description

Ran the network/multi_nic test on a server. The test didn't run, it generated an error instead.

for completeness sake, the error is:

Rather than invoking init scripts through /etc/init.d, use the service(8)
utility, e.g. service smbd reload

Since the script you are attempting to invoke has been converted to an
Upstart job, you may also use the reload(8) utility, e.g. reload smbd
Internet connection fully established

This has languished since I opened it. Setting this to confirmed and high as it will be a problem on server tests in cases where a server is properly configured. Also, targeting to 0.13.5 because I'd like to see this fixed for Precise.
