Downloading and installing packages should be two separate steps

Bug Description

Binary package hint: update-manager

These two operations have different progress bars, and their rate of progress varies independently of one another. Therefore, I think they should be separate steps in the overall process.

<mdz> mvo_: I was also thinking that because downloading and installing the updates are separate progress bars, they should be separate steps in the dialog too. what do you think?

Wishlist, but would be a nice bit of polish for 7.04 if it's simple to change
