'panel opacity for maximised windows toggle' does not work with multiple monitors

Bug Description

In my compiz unity settings I have the following set (in experimental tab):

Panel Opacity: 0
Panel Opacity for Maximised Windows Toggle: Checked.

This works fine with a single monitor. However, with two monitors, it breaks straight away.

Maximising a window on monitor A turns the panel on monitor A opaque.
Maximising a window on monitor B turns the panel on monitor B opaque, and the panel on monitor A transparent (this may, or may not be desired behavior, I'm not sure).
Moving focus back to the maximised window on monitor A has no effect on either panel's opacity.

I can get the panel on monitor A to turn opaque by either restoring and maximising the window on monitor A, or my opening a menu in the application on monitor A.

Running unity trunk on precise.
