Latest “bluez” (4.98-0ubuntu3) does not load drivers on boot

Bug Description

I have an USB bluetooth adapter which drivers were loaded during boot automatically (prior to the update to bluez 4.98).

With the latest build now (4.98-0ubuntu3) I have to unplug and plug the adapter in again in order to get its drivers loaded.
