splix built with statically linked JBIG-KIT

JBIG-KIT ought to be built as a separate package(s), since libtiff & hylafax also usefully depend on it.

I have a PPA (ppa:mvanderkolff/libjbig) with potential packaging for libjbig - I'm not entirely sure how to submit a potential package, but I figure this is best. In any case Canonical ought to be able to distribute JBIG-KIT, because it's UK based, and the patents have expired there.

Bundling the code for an external library in debian/ seems like a bad idea. If we need this (and it seems like we want it) we should have a proper shared library package.

libjbig (source package: jbig-kit) has been uploaded to Debian. Please do feel free to import it - I should be able to fix any packaging issues fairly quickly.
