non-wire errors should be in a different error table

Bug Description

Currently all our mech_eap errors are in gsseap_err.et.

There's no gap between wire and non-wire errors. This makes it very
difficult to add wire errors. Also, as we've learned from Kerberos, you
really want the full error table for wire errors.

It turns out that since we don't install the error table header, it's fine to keep the error tables together. This would be a significant issue if we ever do make our error tabel constants public.
