Please sync trac-git 0.12.0.5+722342e-1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from debian unstable (LP: #607625)
    - Python 2.6 transition:
      + Include /usr/share/python/python.mk.
      + Pass $(py_setup_install_args) macro to setup.py install.

Changes no longer required.
