Filter reorder on windows 0.48.2 doesn't work

Bug Description
Trying to drag the filters to change the order doesn't work on Windows 7 running 0.48.2.
The portable 0.47 version works fine, so guessing something has changed between 0.47 and 0.48.2?

Not reproduced on CrunchBang 10 R20111125, Inkscap.48.2 and revision 10923.
Very likely a devlibs (gtk ports other libs) issue. Will try later on Windows XP..
