panel doesn't resize when screen changes

Bug Description

I'm using 5.0.0~+bzr1824ubuntu0+611 from the unity-team ppa. I had it working on my laptop and then I plugged in a larger external screen. The left-side panel is still only the size of my original laptop screen, rather than resizing to fill the whole screen.

This seems like a regression of bug 704966?
