WingPanel steals focus when there's no apps on the workspace

Bug Description
To reproduce:
1. Open some apps on a workspace.
2. Close ALL of those apps.
Try switching workspaces with Ctrl+Alt+Arrow Key or launching Synapse. Won't work.
Clicking the wallpaper/another app will resolve this until 1 & 2 are repeated.
WingPanel shouldn't ever get focus.
