Bug Description

Spammer : Andi Muhammad Harpianto ( https://launchpad.net/~amhnews )

Example of spam : https://code.launchpad.net/~amhnews/boot-repair/trunk

This user creates branch adding a spam (index.html with links such as http://github.com/amhnews/Games ) and proposes it for merge to random Launchpad projects.

Please do something.

The is not a defect in Launchpad code.
