Ability to mask wallpapers

Bug Description

I think it would look sexy if you can put masks on wallpapers. Like for example:

-Wallpapers are rounded and have an inner stroke. And they aren't seen under the panel.

You may be asking, what is the point of this? No idea is my answer. It just looks cool and I don't think any other wallpaper drawing apps have this ability.

I'm all for modularity. If you wish to mask a wallpaper, use an app that does that and script it to change current wallpaper to its output. That's all.
We can't embed the whole ImageMagick into pantheon-wallpaper, you know.

Agreed with Sergey -- there's really no reason to build this into pantheon-wallpaper. It would be totally fine to have a special plug/app for pantheon-wallpaper that did this.
