Changes awaiting moderation with no changes

In the past several months there have been several published applications show up as "Changes awaiting moderation". However many of them do not have any changes associated with them.

I think I have found steps to reproduce and know a way to end it.

If you click on edit on any section, then realise you wanted another section if you scroll down you see the big orange button and click on it.

Can we grey out that Save changes button until there is a change?

Hopefully highlighting the Cancel option in the process instead.

Hey Danny! I think disabling the save button as your branch does is great, but it won't fix the actual issue (ie. if I change a field, then change it back etc.)

The server app should realise when there aren't any changes requested... at least, that's the intention of the code in Application.request_changes() - there must just be a bug in there that needs fixing.
