Connecting or turning on an external webcam does nothing

Bug Description
1. While logged in, connect an external webcam, or turn on an already-connected webcam.
What happens: Nothing. (Disclaimer: I haven't actually tested this.)
What should happen: Cheese should open.
I suggest adding an option to Cheese's Preferences, on by default, to "Open Cheese when I connect a webcam". This does not mean it should open because when you log in to Ubuntu; only if you connect or turn on a webcam after logging in.

I suppose this is incomplete until the actual behavior is known. In the meantime, this would be nice, setting for wishlist.
