Currently cannot see applications in the 'Needs Information' state

Bug Description

I would like to have a view similar to https://myapps.developer.ubuntu.com/dev/arb/ which lists applications which need information from the submitter, with the date of the last action taken. This should allow us to poke the submitter for more information, or to reject the application if they seem to have disappeared.

As well as this, it would be nice to see a list of rejected applications so that we can see the reasons why applications are getting rejected.

What would be really helpful is adding another section to the bottom of that main ARB page for "The following applications are waiting on a response from the developer:" that lists all the submissions that need information.

Viewing a list of apps in the rejected status isn't so much of a priority for the ARB, we don't have time to review old submissions once it's clear they aren't suitable.

A way to see ARB apps in any given state should be reasonably easy to provide. If not, at least as allison mentioned, a list of NeedsInformation apps at the bottom of the list of apps pending review.
