Plasma desktop control/config button is fubar

Bug Description
In the upper right corner of each screen is a Plasma control button. I believe it's supposed to offer options such as "Create a new panel" etc (the hovertext begins "Tool Box / Click to access configuration...". But it can't be clicked.
On mouse-enter, the little sperm icon lights up.
On mouse-down, it does nothing.
On mouse-up, a list of menu options appears and then disappears, and the whole screen flashes. No combination of clicking and mouse-moving will allow any selection from the menu--it disappears too fast.
NB This is with KDEWM=sawfish
