Make Debian Squeeze use PostgreSQL 9.1 by default

Bug Description

Debian Squeeze can get libpq5 / libpq-dev installed a number of ways, which turns out to be 8.x if the backport repo isn't in place. The branch at user/dbs/makefile_and_egcat_tests updates the target from PostgreSQL 9.0 to 9.1, and does so safely.

(Of primary note, there are minor fixes for Fedora and the addition of tests for TPAC Perl modules).

Added Business::OnlinePayment::PayPal dependency as discussed in IRC and pushed to working/collab/dyrcona/makefile_and_egcat_tests. This branch was based on master with the above commits cherry-picked in, so it may look rebased if you try to merge with dbs' user branch.

Added install_pgsql_server_backport_debs_91 target to install server debs from backports on Debian.

The existing install_pgsql_server_debs_91 has been modified to install using the regular apt tool for Ubuntu, where backports are not needed.

Pushed as a new commit to

working/collab/dyrcona/makefile_and_egcat_tests
