Weekly summary email should split queue between Commercial and ARB

Bug Description

Reading the weekly summary email (which is very useful, thanks) doesn't make it clear what is the ARB
and what is commercial, making it a little hard to draw any conclusions.

It would be nice to include this split. In fact sending two mails might be preferable?

<achuni> I'd imagine the latter, but it's not what we do for notifications (where the arb mailing list gets only arb notifications, but the commercial notifications list gets everything)

1 reason for a split is it might be useful to the ARB to bolster morale to see that they got x apps out this week, it would also act as a tool for encouraging new members at the end of each term.

A simple split out of the arb apps which could be emailed separately to the ARB list with just their apps on and then also added to the general mailing list would be cool. Not sure how doable that would be though, something to think about though maybe.
