Bug Description
If there is an easy way to see if a file being requested is dated from before we started using binary blobs, we should not require click-through on them.

to be more accurate, we need click-though on binary blobs/closed components only.
Alexander proposed to use eula.txt availability to determine if we need the click-through or not.
