A few questions for you:
What version of Ubuntu are you running - can you tell us your flavour (Ubuntu/KUbuntu/XUbuntu) and version (6.06-Dapper/6.10-Edgy)?
Also have you recently performed an update before this happened?
What is your setup in terms of processor, motherboard etc?
What kind of USB devices have you tried?
Thanks.

I am using Ubuntu version 6.10. I have a laptop with an Intel Centrino system @1.86Ghz.
I have tried connecting a usb stick, an external HD, a PSP.
Thanks!
