It looks like this patch is already applied in Precise, based on a visual inspection of /usr/lib/ ruby/1. 8/facter/ util/processor. rb.
On a Pandaboard freshly installed with a Precise armhf netinst today:

root@panda0:~# facter processor0 processor1
processor0 => ARMv7 Processor rev 2 (v7l)
processor1 => ARMv7 Processor rev 2 (v7l)
